		<description>Charlie's impact on the US military, in particular, the US Army, was immense. He was ever the advocate of the soldier, with whom he had an innate ability to communicate and to whom he could directly relate. His common sense advice to those of us who promulgated policies affecting soldier issues, ranging from race relations, service by homosexuals, and women in combat, to leader development and equal opportunity, was always on point, appropriate, and a valued contribution to our deliberations. Through his field research, he was seen as a credible yet independent observer, who assisted us to understand the potential sociological and operational aspects of our decisions.  His contributions have played and will continue to play an influencing role in our Army.
