The onus is on the students and administrators. But it would be nice if the students were engaged stronger for outreach, especially to urban cities like Chicago - Northwestern awareness at CPS schools is still mediocre - and student's willingness to apply needs to be addressed. We need to send more undergraduates to CPS schools (who can relate to the students) and tell them why Northwestern would be a good home for their education.
